Instances that use the new naming scheme <instance>.<project>.eqiad.wmflabs should no longer need the ec2id. Stamp out its use for any case where use_dnsmasq is false.

Note also that nova notifications don't include ec2id. So in order to support instance creation/deletion via hook we should really move away from ec2ids in ldap.
