An empty page that is not being edited can show an entry point to ContentTranslation, such as https://en.wikipedia.org/wiki/ContentTranslationRulezzz .
It makes general sense for something like that to be there, although I'm not sure that it's very effective - I don't know whether a lot of people actually see this page, because it is not supposed to come up in search results or when clicking a red link.

I'm not sure I understand the purpose of such a link. Was it just meant as a pointer to ContentTranslation in general—now that you've come to a dead-end?
