If I understand it properly, that is blocked on some maintenance script to complete. Namely T148242: Fully populate local_user_id and global_user_id fields in production. Looks like it hasn't completed yet :(

Correct. See T148242#2835963 The best way forward would be to modify the script to be able to:

• Run on a given wiki
• Be able to exclude users in the global rename queue to avoid conflicts
• Exclude non-SUL wikis from migration list

I think it makes sense to schedule another time slot next week perhaps after making the above changes. What do you think?
