Emails to wikitech-l and api-announce are probably the best broadcast channels. We can probably get @Anomie to send the api-announce email based on whatever info you send to wikitech-l. Once we get T108618: Publish detailed Action API request information to Hadoop working (or even before via existing web_request lookups) we could ping high volume action api users who haven't implemented the keyword yet.
