"No, thanks" does the same thing, I'm not sure we need another dismiss option.

No it doesn't. (I guess in 2016 it did?)

Clearly we do. (well unless dismissing the survey was disabled on purpose for testing)

@Isaac: out of curiosity, is it supposed to be impossible to dismiss for testing purposes? Has it ever been used in production or are there plans to use it in production?
