I'm pretty sure (but not completely certain) that, according to the description, this is resolved. There's a QuickSurvey privacy policy on wikimediafoundation.org now, and I think one survey has already been run successfully. So, let's close this as "resolved". If I'm wrong, anyone can feel free to reopen and we can list whatever is required to close this once and for all.
@Deskana: Not sure if it is the right ticket, but I think we still have this one https://phabricator.wikimedia.org/T119149 that is not merged, and still required for our use cases (showing a privacy link on internal surveys).
