Remove Slate skin from Phabricator (by archiving) and Gerrit (by setting read-only)

Description

This skin is unmaintained and I have no plans of reviving it. Its just a few (one?) patches over Vector and we can remove both the phabricator project and the code from Gerrit.

Cool! Thanks @greg. I'll do so once the Gerrit project is removed too. Don't want this task archived with the rest of the project

Are you proposing a full deletion from Gerrit? Or just read-only status?

Read-only is probably easiest. So, just update the README (if there is one ;) ) and change to read-only?

I was initially thinking of deletion, but if its easier, I am fine with read-only status too.
