Disabled users should not display "Available" on their Phabricator userpages

Description

If a user is "disabled" (e.g. @Reguyla) The fields "Status" and their Calendar should be removed from their user profiles, since they are inaccurate, or unknown. Right now it says that @Reguyla is Available, even though s/he is not (at least not here).

No I did not. Feel free.

In the upcoming 2019 Week 13 release, I've removed "Availability" and the "Calendar" panel from the profiles of disabled users. The "Availability" state in user hovercards has also been removed for disabled users. For particulars, see:
