We need to contact various teams with WMF and the community at large to see if we want to update the template for the sister project descriptive text as used on the wikipedia.org page.

Event Timeline
I checked with Heather W about the upkeep/maintenance of the footer template and she's ok with us updating it if we want. She did mention that the Comms team is looking at updating / changing the overall page and it might be different in the future.
If we do make a change to the footer - we should also reach out to the various wiki's / individuals that are using the existing footer template to be sure that they're ok with an update.
Are you planning to work on this task in September? If so, please move it to the corresponding column in the Community-Relations-Support (Jul-Sep-2016) board
Dan mentioned some feedback from the Discovery quarterly review.
"Should we shuffle the order of the links to other projects in the footer around? Wikidata seems less prominent than one would expect, and Wikinews seems more prominent, for example."
This, I think, would be another question to ask when discussing this template.
Is this task stalled or supposed to move to Community-Relations-Support (Jan-Mar 2017)
I'm declining for now. The effort to engage interested community members, build consensus, update the templates, and implement these changes are not a priority at the moment.
