Add the Campaign: Programs page.
Works like the Programs list on the "Find Programs" page, except only shows programs for that campaign, with additional buttons to create a new program or remove specific programs.
For this ticket: Don't worry about the "Create Program" or "Remove Programs" buttons; that'll be a separate ticket.

If I'm not mistaken, when an editor wants to create a new program they get an option to Clone an existing program. It'd probably be easier to integrate that in existing table in the wireframe - like having a "Clone program" button at the beginning/end of the row (visible only to those who can create programs, of course).
