Expose geoShapeStorageFrontendUrl through siteinfo

Description

This came about due to T57549#3160020 and T161726

Exposing geoShapeStorageFrontendUrl through the api allows downstream users to e.g.:

  • Validate geo-shape input before it is sent to a wikibase installation
  • Find out where geo-shapes are stored without having to find an example usage.

I'm not at all married to the wikibase-geoshapebaseurl-name I picked and will happily accept other suggestions if the feature is something people think is desirable.
