As good an idea as it originally was to integrate the Translate Extension into CentralNotice, and as awesome an extension it is for many other areas of MediaWiki, the integration into CentralNotice is in no uncertain terms, quite simply no longer fit for use.

We do not seem to have either the manpower or the expertise to maintain or improve this integration.
