Description

Hello all, I explain this issue by an example.

I changed the user name on 2 Jan 2018.
Old name has no entries on CentralAuth.
The new name entries on CentralAuth
If we take a look at User rights log (with new user name) there's no entries
If we take a look at User rights log (with old user name) there's entries and this entries should linked to the new name.

I've another example about user on bhwiki.

I think the impact of this issue already known.

The problem of the bhwiki user more complicated, because after few months for change the user name globally, a new one create account under the old name, so all log entries linked to the old name, although it should linked to the new name.

New name log - New name CA
Old name log - old name CA (the account created on 24 November 2016)

I think it should be fixed as fast as we can, or we should notice all stewards about that (to take a look if the user name changed or not, if changed to take another look on the previous name logs)- This is important for example on requests related to permissions.
