Click on "Submit your draft for review" button for review button - you'll be presented with a blank wkitext page:

The proper categories are not added and the draft is stuck in 'Unsubmitted' state for the Special:NewPagesFeed 'Articles for creation' filer.

Thanks for the well-written task! This issue was because https://test.wikipedia.org/wiki/Template:AFC_submission/Substdraft had not been imported from enwiki. I've done this and it should work now.
