Description

Let's not deploy JADE for articlequality until the scale is localized. Currently we're using the Wikipedia 1.0 scale, incorrectly.

@Halfak @Ladsgroup What do you think about squashing itemquality and articlequality scales into just articlequality? Now that the scale is configurable, are the pseudo-models conceptually similar enough that we can just present the single schema to editors?

I think they are different enough that they should be a different schema. E.g. the same classname means different things in different wikis. E.g. "B" from Wikidata and enwiki are very different.

This has merge conflict and requires so much work to bring to a state that can be useful. Also, this extension is being archived in favor its clone "Jade"
