Let's not deploy JADE for articlequality until the scale is localized. Currently we're using the Wikipedia 1.0 scale, incorrectly.

@Halfak @Ladsgroup What do you think about squashing itemquality and articlequality scales into just articlequality? Now that the scale is configurable, are the pseudo-models conceptually similar enough that we can just present the single schema to editors?
I think they are different enough that they should be a different schema. E.g. the same classname means different things in different wikis. E.g. "B" from Wikidata and enwiki are very different.
