For Google-Code-in-2018:

Add the Eastern Pwo language to the list of languages found in languages/data/Names.php, and then add a file in languages/messages/ that gives information on how to treat the language (such as the fallback language and directionality). This is important so that MediaWiki knows what languages are available and how to handle them. This is a change in MediaWiki core, and the Wikipedia article on Eastern Pwo would be useful. There is no prerequisite knowledge needed for this task.

There are 3 days to complete, and there is 1 instance. It is a non-beginner task in the Code category.

Are there objections to these sorts of task being used in GCI?

Examples can be found in past commits (also RELEASE NOTES needs to be made for these). I can volunteer to watch this task and related commits, and help if needed.
