Using "Move to Column" on https://phabricator.wikimedia.org/project/board/169/ with the account @Phabricator_maintenance it only batch-edits 11 tasks, then nothing happens anymore.
I tried four times, it's always exactly only 11 tasks moved.

I had checked that the account is a member of Trusted-Contributors. I now once had 10 instead of 11 tasks edited in one batch, so it's likely a time limit being hit.
@Aklapper: btw, it should not be necessary to use the @Phabricator_maintenance account anymore. There is a built in feature to flag a batch edit to bypass notifications.

correct. Someone gets a batch edit ready the tells someone with CLI access to run that command.
Relatedly but maybe not: A few days ago I got one and a half pages of notifications (pages in Phabricator's notification display) from @Phabricator_maintenance moving a ton of tasks to a column on a workboard. I didn't think that was supposed to happen....

I did not get any notifications, but "A task is moved between columns on a workboard." for my account on https://phabricator.wikimedia.org/settings/panel/emailpreferences/ was set to "Ignored"...
FWIW, @Phabricator_maintenance seems to be batching just fine for me. The notifications are being sent, which is a problem already noted, but using the batch tool it at least did not stop it's jobs. However, as @Aklapper noted, it struggled with Move to Column, which I think is slightly different from the batch tool. In my case, I tried to move 167 tasks and it just hung, eventually moving none.
T216867: @Phabricator_maintenance is sending email notifications is still somewhat of an issue although it has a workaround.
