Why are we doing this
Currently the edit flow makes it hard for users to see that there is a preview of the article available (based on user testing) and it pushes users to utilized canned edit summaries over creating their own edit summaries. Additionally we would like to add the ability for users to be able to tag their edits as minor edits.
User story
As an editor on the Wikipedia iOS app I want to be able to clearly preview an article before publishing my changes and would also like to have the same functionality on web for sharing my edit summary. I would like it if the look and feel of the submission flow matched my expectations set by the app as well.
Proposal
Split out the preview and the edit summary into two different screens.
