[GOAL] Migrate page issue styles from Minerva to TemplateStyles

Description

Page issues are currently reformatted by MinervaNeue's issue parser and styled with custom ambox rules. That approach is not sustainable. This task encompassed the work to migrate the styles from Minerva to TemplateStyles on participating wikis and update the best practices page.

Acceptance criteria

ambox.less is deleted
Documentation is updated

@alexhollender has setup a reminder for @ovasileva and I to review this in March. We'd hoping to work with @Ckoerner in the mean time to talk to communities about porting these styles. Hopefully come March we will be in a place we can just remove them from Minerva.
