[Bug] [Beta mode] Table of contents link is broken for lazily loaded references

Description

Steps to reproduce

  1. Enable lazily loaded references (beta mode).
  2. Visit https://en.m.wikipedia.beta.wmflabs.org/wiki/Barack_Obama on the MinervaNeue mobile site.
  3. Open the table of contents.
  4. Tap the "References" link.

Expected results

  • References are shown.

Actual results

  • The page jumps to the top as no references URL fragment exists for asynchronously loaded references.

Marking as low as it's still not clear after so many years whether we want to roll out the lazy loaded references feature.
