Delete several deprecated WMDE tools

Description

Hi I just had a rough review on some of the WMDE tools I maintain and after a quick feedback round in the team we decided on the deletion of:

  • wmde-inline-movedparagraphs
  • wmde-editconflict-test
  • wmde-uca-test
  • commons-mass-upload
  • phragile
  • gdk-artists-research

Note: I've already removed the wikis with the databases and stopped the webservice on all three.

Since this is not worked on at the moment and the process around removing tools/tool-accounts still seems to be in a TBD state, I take the freedom to extend that list if tools come up from WMDE side.

FYI: I just followed the processes described in Toolforge (Tools to be deleted) for each tool mentioned above. If it's okay I'll not create separate tickets for each tool.

What's the state of these specific tools?

  • Killing Phragile sounds iffy. Are we sure we never want to use it again?
  • That commons-mass-upload tool sounds like something we gave to museums and such so they can quickly upload many files. Again, are we sure nobody at WMDE still refers to this?

This is just about the phragile tool. We moved it to a proper server in the cloud some time ago.

  • That commons-mass-upload tool sounds like something we gave to museums and such so they can quickly upload many files. Again, are we sure nobody at WMDE still refers to this?

The tool was not maintained and did not work for some time.. All of the tools mentioned above are out of service since the beginning of 2019. I'm not sure if someone still reefers to this somewhere though. Since they were not working anyways for at least two years now I think it's save to assume that no one relies on these anymore

This is just about the phragile tool. We moved it to a proper server in the cloud some time ago.
