Description

If a user is uploading a file to Commons using a mobile browser (reported, Ecosia and Edge in Windows 10 Mobile) and the UploadWizard, they may experience repetition/duplication of licensing information.

Ideally, the user will see the licensing information only once on the page.

I'm unable to replicate this in Chrome mobile.

Note that I use the Ecosia browser on Google Android, it isn't available for Microsoft Windows 10 Mobile. I don't often get this, but it occurs usually after uploading and publishing 3 (three) times without reloading the page. If I reload the page I don't get this issue after uploading another file 📁.

Might be incomplete cleanup in the details step, where some leftover html from the previous upload is not cleared out. I'll look into it.
