Full Beta for the ReferencePreviews feature

Description

At the end of October 2019 (about October 24, if possible), Reference Previews should go "full Beta". Since the Popups extension that holds the code for both Page-Previews and Reference Previews is only enabled on certain wikis (all Wikipedias and a few selected ones), "full Beta" refers to these and only these wikis.

Popups is currently available on the following wikis:

To do:

  • Create the necessary patch(es) to change the configuration.
  • Put the patch in a SWAT window and babysit it.
  • Reference Previews is available as a Beta-Feature on the wikis already using the Popups extension.

One strange thing that happened is that c. 2,260 users on en.wikipedia already had the beta feature enabled. I don't understand how that's possible, maybe someone can enlighten me tomorrow?
