Description

Decide where in the code we should fork behavior between the existing template dialog vs. our new design.
This will probably be a variation on BookletLayout, and will manage data across the two panes in a different way.
Content pane keeps current behavior
Outline pane will be the new checkbox list, can be empty for now.
