listTaskCounts.php is a maintenance script that lists number of tasks available per task and topic.
This is useful monitoring information, and should be exposed via a special page (or an API, or both). That way, people without production access can benefit from the information as well.
This need arised during T256126, see T256126#6838305 et seq.
