Invite to translate after editing a section into another language

Description

Research shows that editors find it easy to make a recent contribution they made into another language they speak. This ticket proposes to invite users to translate a section into anothe rlanguage right after the user edited it. For example, a user editing or creating the "Etimology" section for the "Bycicle" article will be suggested to translate such section into other languages they know where it is missing.

This prototype and the mockup below illustrates the idea:

Since this concept is based on showing the invite in the source language, it may be more effective when Section Translation is available in large wikis. Meanwhile, a similar approach based on the target wiki activity was supported in T287025
