Description

This may require additional work in SecurityApi. When I wrote https://gerrit.wikimedia.org/r/c/mediawiki/extensions/IPInfo/+/805386, I cheated a bit and made the call directly to security-api. Ideally, it would have used SecurityApi to access security-api but iirc I had some issues with the http request factory that is now the problem of whoever takes on this ticket.
