The create account link does not currently show in Minerva skin.

Issue 1 (desktop Minerva)

Steps to replicate the issue (include links if applicable):

• Enable IP masking ($wgAutoCreateTempUser['enabled'] = true;)
• Make an edit on any page as an anonymous user
• go to Minerva skin in desktop mode

What happens?:
Create account item has no icon

What should have happened instead?:
There should be an icon

Issue 2 (mobile Minerva)

• Make an edit on any page as an anonymous user
• go to Minerva skin in mobile mode

What happens?:
Create account item missing

What should have happened instead?:
There should be an item with icon.
