Update browserslist-config-wikimedia to remove IE11 from the basic list

Description

The basic list in browserslist-config-wikimedia should match Grade C in the browser support matrix. As part of T288287, we want to drop IE11 from Grade C, so IE11 should also be removed from the basic list.

Remove IE11 from basic.json
Check that Android is correct or if it needs to be ChromeAndroid. Helpful tool: https://browsersl.ist/ - https://gitlab.wikimedia.org/repos/ci-tools/browserslist-config-wikimedia/-/merge_requests/13

Corrected to remove the reference to bumping Edge from 12 to 79. I misread the table at https://www.mediawiki.org/wiki/Compatibility#Browser_support_matrix , and it does include "Edge Legacy" as a separate category.

Chrome >= 49, Edge >= 79, Firefox >= 49, Safari >= 10, iOS >= 10, ChromeAndroid >= 49, Android >= 5 seems like the right reflecting choice.
