Description

Steps to replicate the issue (include links if applicable):

Create a message override, e.g. MediaWiki:Nstab-main/zh-hk
Visit MediaWiki:Nstab-main/zh-mo

What happens?:

Displayed with the original message from JSON definition.

What should have happened instead?:

Show the actual message used on the interface which inherits from zh-hk via the fallback chain.
