Leveling Up: Improvements to "Get Started" notification

This task is a follow-up improvement to: T322435: Leveling Up: "Get started" notification
Based on the experiment results from: T328057: Leveling Up: experiment analysis

User story & summary:

As a productive new editor, I don't want to receive a Leveling up "Get started" notification, because I've clearly already started editing and the notice doesn't help me.

Background & research:

This task is important because we have found that there is an increase in probability of editing in the week after new editors receive the "get started" notifications. However for the very small minority of highly productive newcomers who have already completed many edits the reverse seems to be true.

Acceptance Criteria:

Given I created an account,
When $(48) hours have passed since I created my account,
And I have not made a suggested edit
And I have made less than $(10) total edits
Then I receive a "Get started" notification
