Description

Background Information

Since PCS will be managing its own cache, it means that changeprop rules need to be changed in order to take effect

What this is not about

This is not about investigating benthos as the successor of changeprop, but leverage the current infrastructure first before improving PCS pre-generation capabilities

Acceptance Criteria

PCS invalidate and regenerate content based on changeprop events
PCS in RESTBase can be turned off reliably
