Update the process for maintaing the Research team's landing page

Description

What is the current pain point?
At this moment there is no person in the team responsible for the overall narrative of the website and the content there while the Head of Research is accountable for it. This means no one is formally tasked to be in charge of assuring we have updated content on the website.

  • For years Isaac has done this work. However, we asked him to step back from it to create time and space for him to focus on other high priority items which could benefit more from his expertise.
  • Bethany has stepped up to help.

What happens if we address it?

  • increased clarity
  • reduced stress and anxiety
  • more balanced representation/freshness of content in the website
  • avoid divergence

What happens if we do nothing?

  1. over time the content of the website will diverge.
  2. timely updates may be missed.
  3. inefficiency

Context
There are two components to this task.

  • Update to the technical process in response to the move from gerrit to gitlab tracked at T345630
  • Update to the process that manages the content of the website which is tracked in this task.

For April 24th meeting, we have the following questions:
What does it means "being in charge of the narrative"? Also, how does this looks when talking about tasks and activities for this person in charge? What of the DR experience could be taken as good practice?
We might need to officialize the process that already exists or make it more straightforward.

@KinneretG a while back I asked for your help for being responsible for overseeing the content of research.wikimedia.org. Thanks for accepting that. Some context with regards to changes in this task and next steps:

  • Bethany has accepted to develop a process for Research to follow to have research.wikimedia.org updated. (Thanks, Bethany.) This phabricator task is to track that work. She will need your input given that you will be in charge of overseeing the content, and that the process will likely need to build a step for you to review the content before it goes out.
  • Over the past year we have worked on multiple pieces of this task across the team (migration to gitlab, light experimentation with ICs or managers posting content, ...). My hope that I have communicated with Bethany is that a lot of the focus of this task can be on connecting the different parts together though I'm open to the possibility that we may need to do more than just that in order to have the process implemented.
