It looks like wgSitename wasn't set, even though the name was listed in the task description and it appears as a necessary step in the https://wikitech.wikimedia.org/wiki/Add_a_wiki procedure. One of the editors complained about it here: https://incubator.wikimedia.org/wiki/User_talk:Amire80#Betawi_Wikipedia_namespaces

This is intentional and a process change since last year, we create wikis with placeholder config to ease the creation process since way more people can change those config post-creation and it simplify the process of creating the wiki a lot. I sent an email about this to langcom last year.
