Add a "Multilingual sites" label to Wikibase

This is a follow-up to T102417. The original issue of that task is no longer relevant, but the last comments present another issue.

The message wikibase-sitelinks-special is "Other sites" in English. People at that task seem to agree that "Multilingual sites" is a better label, at least for wikidata.org. And indeed, on wikidata.org, it was changed to "Multilingual sites" in English, British English, and Russian. However, other languages get the label from the software, and that's translated in translatewiki.net from "Other sites", so it creates an undesirable inconsistency between languages.

A simplistic solution for this is to change wikibase-sitelinks-special to "Multilingual sites". This will be good for wikidata.org, but I'm not sure that it's good for other sites that use the Wikibase extension.

So, what do other Wikibase users and developers think about this? Is it enough to just change this message? If that's the case, I can quickly do it myself.

Or is something smarter needed? For example:

  1. Create a new category called "Multilingual sites".
  2. In the Wikimedia configuration, move all "Other sites" to it.
  3. Let other sites remain with "Other sites" if they don't do anything.

But that would probably have to be done by an actual Wikibase developer, because I'm not that familiar with that code.

Merge it only if you are sure that it doesn't affect non-Wikimedia sites badly.

Also, come to think of it, it may justify an entry in HISTORY or RELEASE-NOTES, but I'm not experienced with doing it in Wikibase.

For the one example I know (e.g. https://nimiarkisto.fi/wiki/Item:Q8251742) multilingual sites is not worse than the current other sites.

Note if (in the future) one day we add chapter wikis to Wikidata, this will be embarrassing since they are not "multilingual" sites.

At least for the Wikimedia case, "other" makes more sense.
