Steps to replicate the issue (include links if applicable):

With an account without permission for suggested edits (such as logged out or fewer than 50 edits)
Navigate to settings, tap explore feed to see the explore feed toggles

What happens?:
The suggested edits toggle is present.

What should have happened instead?:
The suggested edits toggle should be hidden for user without permission.

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):
Tested on 7.5.0 (3550)
