[S] Add review article/image warning screen for Image Recs

Description

Background

In the "Add an image" suggested edit task, we want users to spend a sufficient amount of time reviewing the task before publishing, so that edits are of high quality, hopefully with caption and alt text. We want to ensure users aren’t continuously hitting "yes" in a short (less than 5s) span of time to guard against bad faith edits

Results: KR 1.3: Goal: Users spend at least 10s evaluating a task before publishing it
Actual: Average time spent on the task was 150.8 seconds, and the median time spent was 68.7 seconds. There were no edits made in under 10 seconds.

@HNordeenWMF I noticed the Android example doesn't have a close button, but our bottom warning has an "X" button by default (and a default duration of 5 seconds if the user doesn't close it), so I'm keeping this behavior as-is. Let me know what you think.

Thanks @Mazevedo that works for me to match existing behavior in iOS. I definitely like that it has a close X because it's appearing from the bottom & covering the Yes/No/Not sure.

In the 30-day analysis, we saw a higher % of folks finishing the task in under 10 seconds compared to Android, and we want to be able to follow-up and understand how many times the warning message was displayed.

Working well for me. @SNowick_WMF could you please validate the data on this one?

Verifying we are seeing action = warning events from iOS in event.android_image_recommendation_event data.
