With the MW-1.43-release branching cut happening in 8 days, is this task still a blocker to the release?

Sadly I don't think it will happen, as this became blocked by the production migration (see T335766#10169408). I'll shift it to 1.44.

FTR: Production now is mostly on 10.11 and we are soon start testing and then rolling out 11.4 (probably next calendar year)

Yup, but as per the task tree, this is blocked on dropping PHP 8.1 support from MW (and thus CI usage of Buster).

Most immediately this is blocked by T383337: Migrate all CI jobs from Bullseye to Bookworm or later and drop Bullseye testing support which is blocked by T418809: Package thirdparty/opensearch1 for bookworm from DSE; I'd dearly love to get this fixed soon, not lease of which as to give confidence to SRE's work to migrate production to Bookworm, due this Quarter AIUI.
