With the MW-1.43-release branching cut happening in 8 days, is this task still a blocker to the release?

Sadly I don't think it will happen, as this became blocked by the production migration (see T335766#10169408). I'll shift it to 1.44.

FTR: Production now is mostly on 10.11 and we are soon start testing and then rolling out 11.4 (probably next calendar year)

Yup, but as per the task tree, this is blocked on dropping PHP 8.1 support from MW (and thus CI usage of Buster).
