FTR, the above config change was reverted following errors on mwdebug like:

Failed to connect to query.wikidata.org port 443: Connection timed out

The hostname needs to be made configurable (edit: T377746), and in production it will have to be a different value; compare e.g. wgWBQualityConstraintsSparqlEndpoint or wgCirrusSearchCategoryEndpoint (both based on http://localhost:6009).
