In 2016, the default content model for all discussion pages on the Konkani Wikipedia was changed to Structured Discussions (Flow). Now the time has come to reverse this, in order to reduce the number of (mostly blank) talk pages that will have to be archived later as part of the Structured Discussion deprecation roadmap.

@Pppery Can we have a script to replace flow boards that have only a description and no posts, into wikitext, by copying the description text to the wikitext page. There are several examples of this type on the Konkani Wikipedia, and it would reduce clutter with we could convert the boards in this way rather than make them read-only archives.

I did that manually on MediaWiki.org in a bunch of places. It wasn't worth doing the conversion in a script because in a large fraction of the cases where there was only the header the content in the header was either vandalism or so trivial as to be not worth preserving and I deleted it outright.

I don't think blindly replacing them with the header is the correct solution, though, as most of them are pointers to an archive and what I would do is move the pre-Flow /Archive 1 back to the base page, and at least one of the others seems to be outright vandalism. And the number is small enough that it's probably easier to do manually than write and test a script,

Checked on gomwiki wmf.8 - new users/new articles don't get flow discussion pages. One note - on Flow boards with content, e.g. वापरपी चर्चा:Fredericknoronha there is no indication that the page is going to be archived/moved due to Flow deprecation. Usually, e.g. cawiki - Usuari_Discussió:Zilant17 on a new Discussion page for users with previous Flow board, there is an indication (a link) to a moved page (e.g. on Usuari_Discussió:Zilant17 the link is to Usuari Discussió:Zilant17/Flow). Is it done by a different migration script/process?

That's unrelated - a separate script was run on most wikis (but not gomwiki yet) to archive Flow pages.

As @Pppery says. The archival (+linkback) is a part of the Flow deprecation project; the deprecation timeline is available at MediaWiki.org. According to that table, gomwiki is a part of phase 2b, which will be archived sometime in the future (the page doesn't define when yet, but (@ppelberg [back on Tuesday] would probably know more).
