State of Central Notice message group should determine if a banner can be served in a language

Description

CentralNotice should periodically poll CN message group states and process them accordingly. As soon as a message group state no longer is "Published", those translations should no longer be served.

I'm a bit confused. If the messages aren't published, how can the translation be served? Do you mean "As soon as a message group state no longer is 'Published', the banner should no longer display on wikis that use that language."?

In the past, many banners used a "help translate" link to deal with this problem. Otherwise many communities would simply be left out completely. Do you think it's better to simply not give them a banner at all if it isn't in their language?

I think this is probably a duplicate of Bug 26714. Let me know if it's meant to address a different problem.

This is related to the integration of Translate and CentralNotice, so the duplicate marking was premature. I may elaborate later, but would prefer to explain in a meeting once resources are available to work on this integration for the CentralNotice part.

The questions raised in comment 1 are for CentralNotice only and probable have little or nothing to do with bug 36591 or what this particular part if that aims to address.
