Description

Users should be able to enable/disable input method tools from their preferences, to make this process more discoverable.
The current "disable input method tools" checkbox which is currently associated with Narayam can be repurposed.

Merged.

Reverted the commit I957d9f in gerrit I5c9783 for avoiding duplicated preferences.

As per discussion with Pau, in User preferences, along with internationalization section, we will provide a link to language settings. Clicking on that should open the language settings menu.

Incorrect display of the for the language settings

The URL to open the language settings panel does not show the correct text i.e. 'More Language Settings'. Tested on http://en.wikipedia.beta.wmflabs.org/wiki/Special:Preferences
