[TUX] Yellow warning for non-priority language translation without reason is ugly

I guess the "Reason: " with no reason may help making the translation admin feel more guilty for not specifying a reason, but this is still a bit ugly. Probably needs another message for the case when no reason is provided.

@Nemo_bis Can you clarify why it is ugly? That seems rather subjective? A screenshot would help... looks like bugzilla had one but it was not migrated over.

The reported issue no longer exists. As far as I can see the reason is no longer displayed in the TUX, even though it's in the logs (cf. meta log). See also attached screenshot:

As for the box, it's a conventional class=mw-message-box mw-message-box-warning. I'd personally remove the tux-group-warning twelve column class from it since I don't think it's necessary nowadays, and I'll be proposing a patch in that sense.

Marked as declined since the issue reported here seems no longer exists, as the reason is not displayed in TUX, whether present or not. I'll address the mw-message-box later.
