[INTERLANG] Cog icon cannot be used to close the language settings panel

Description

When the ULS is integrated into the interlanguage list, users can open the language settings from a cog icon.
Currently it is not possible to close the panel by clicking on the cog icon again, which is the expected behaviour.

Also happens with wgULSPosition=personal if anonymous user and wgUlsAnonCanChangeLanguage=false.
