To be useful, the notification should mention what this implies in practice, taken from $wgGroupPermissions and communicated with a logic similar to permissionserrorstext-withaction (but keep in mind bug 32683), especially as it varies a lot across projecys.
Presumably $wgRateLimits, $wgNamespaceProtection and $wgRestrictionLevels would be too much to mention, though we know that sometimes those can be extremely tedious as well, especially on some particularly restrictive projects*; luckily $wgAddGroups and $wgRemoveGroups don't seem to give any permission to autoconfirmed users on any Wikimedia project.
(*) And until now I didn't know that newbies can't edit File namespace on pt.wiki...
