Decide whether or not to use hover to indicate which item in menus/etc. we're about to select, in the MediaWiki theme

Description

Some things in the theme have a hover state (like buttons), other things don't (like menus). We should pick which one we want and implement it consistently.

My vote is for using hover states.

I think hover states are valuable and expected on desktop. The MediaWiki theme is pretty skitzo when it comes to this however, so I think we need to get May to make this call.
