Unbreak broken dynamic ResourceLoader module loading

https://gerrit.wikimedia.org/r/#/c/223660/ introduced a bug that makes the Wikibase UI completely unusable because all these dynamically resource loader modules are not loaded. They are empty. No file is loaded. Later code thinks the resource modules are there but the needed files are not. This makes the whole UI fail.

It seems I'm the only one experiencing this issue. I really do not know why. Maybe because I'm working in an environment with debugging enabled. Which makes my wonder why no other developer did the same?
