Description

StatsD supports sampling (see "Sampling Your Data" here), but there is no way to use that in MediaWiki.

This could be done a lot saner with a version of liuggio/statsd-php-client that includes 1765c8 (1.0.13+; we use 1.0.12) which can set sampling per message.
