We expect the http://meta.wikimedia.beta.wmflabs.org/w/index.php?title=Special:CentralNotice&subaction=noticeDetail¬ice=CN+browser+tests campaign to exist on meta.beta when running browser tests. Create an API to allow us to provision this directly from the test.
