Description

Browsing from a EU IP I see we're setting a WMF-Last-Access which does not meet any of the EU cookie exemptions. Considering we have chapters in the European Union we should inform users that we are storing information in cookies.

We will get back to you on this soon -- need to do a little research first.

@Jdlrobson I think this is the right thing to do, but cannot justify prioritizing it over other work. Perhaps a volunteer developer who is passionate about privacy can put something together.

The cookie directive seems to be on the verge of death so if we have ignored this for so long, we can wait a little bit more and see if it's needed at all IMO.
